I guess they assume that only one command occupies a base instead of a dozen or more. I did not report it, just declined or ignored it and moved on. I really hate to say this but it honestly depends on your AFSC and it shouldn't. I have much sympathy for rape victims, and while I realize that what happened to me may be classified as rape, it just didn't affect me that much.
